Update on Support Staff Council Negotiations
The Board of Education is negotiating its first collective bargaining agreement with District 64 secretarial, custodial and maintenance employees represented by the Illinois Federation of Teachers (IFT). The new organization represents about 75 employees. The new group is now named the Support Staff Council.
NEW! COLLECTIVE BARGAINING AGREEMENT RATIFIED
Board President Borrelli is directed to periodically provide a general update as to the content and tenor of the negotiations discussion. Speaking on behalf of the Board, he has provided the following updates at recent Board of Education meetings:
February 26, 2018 - The Board voted unanimously to ratify the Collective Bargaining Agreement. Read more here.
January 22, 2018 - Board President Borrelli announced that during the closed session, the Board had discussed a tentative Support Staff agreement.
December 11, 2017 - Board President Borrelli reported that on November 28, the District negotiating team had its first mediation session with the SSC group. He noted that some items were tentatively reached, but more remains to be done. He noted that the Board had been updated tonight in closed session, and going forward has provided direction and a framework to the negotiation team. He announced that the next meeting of the two groups would be on January 8.
November 13, 2017 - Board President Borrelli reported that mediation would begin on November 28. He reported that the administration and Board are already in preparation for this event.
October 23, 2017 - Board President Borrelli reported that the outcome of the most recent meeting between Board representatives and those of the Support Staff Council held on October 12 was an offer of non-binding mediation facilitated through a federal mediator. He stated that the Board continues to reach out and work with the SSC in hopes of completing this negotiation, and noted that the groups are scheduled to begin mediation on November 28 with the help of the appointed federal mediator.
October 10, 2017 - Board President Borrelli announced that the next negotiating meeting would be on October 12, 2017 and noted that the hope is to finalize the negotiations but that more work may need to be done.
September 25, 2017 - Board President Borrelli noted that the negotiating teams had met on September 19 for a marathon session to continue discussion of working conditions and salaries, and that proposals have changed sides and negotiations are continuing. He stated the next meeting would be on October 12.
September 18, 2017 - Board President Borrelli announced that representatives would meet on September 19 to discuss remaining working condition issues in the contract and that the Board’s representatives would join them later to revisit compensation concerns.
August 28, 2017 - Board President Borrelli noted that administration and Board representatives had met with the SSC on August 21, 2017 and that the Board had been updated on negotiations in closed session this evening. He reported that although previously presented over the later portion of the summer, salary and wages were discussed for the first time along with a host of issues regarding working conditions. He stated that both sides continue to share comments and positions in a positive way as they inch towards resolution, and that the next meeting will be on August 31, 2017 for further discussions.
July 17, 2017 - Board President Borrelli reported that the scheduled July meeting had been canceled as had the Board finance and salary discussions, but stated that this was not a cause for consternation. He reported that to save negotiating time, the Board would offer its already designed salary model discussed previously with the entire Board, and will await a response before moving forward.
June 26, 2017 - Board President Borrelli announced that because the IFT legal counsel would not be available to meet on June 28, the Board/Distict team would meet on that date instead to continue preparations, and that the next negotiating meeting would be on July 13.
June 12, 2017 - Board President Borrelli announced that on June 6, he and Board member Eggemann as the Board’s representatives had participated in another meeting for labor negotiations with the District’s custodial, maintenance and clerical workers now being organized under the Illinois Federation of Teachers as the Support Staff Council. He reported that the group continues to hammer out tentative agreements, in line with other established contracts in the District, centered on working conditions. He stated that at the next meeting, which is scheduled for June 28, 2017 at 5 p.m, he and Board member Eggemann would propose the financial position of the Board to the group. He noted that a complete update would be presented to the Board at the next regular meeting.
May 1, 2017 - Board President Borrelli announced that the Board had met with employees’ representatives on April 27, 2017, and that the Board had continued to reach compromises on several working conditions issues, with much more yet to be done. He stated that financial issues have yet to be discussed, pending the seating of the new Board of Education members.
April 24, 2017 - Board President Borrelli noted that an initial meeting was held on April 6, and that there are already several tentative agreements in place but much more remains to be done. He stated that the negotiating team is waiting for new Board members to be seated prior to any discussion on finances, and that therefore, discussion thus far has been limited to policies, procedures, union rights, District rights and practice. He announced that the next negotiating meeting is scheduled for April 27, 2017.
March 13, 2017 - Board President Borrelli noted that the bargaining groups had met once to establish ground rules, and that the sides were working independently until the next meeting scheduled for April 6, 2017.
February 21, 2017 - Board President Borrelli announced that the Board had entered into negotiations on a new collective bargaining agreement with secretarial, custodial and maintenance employees newly organized under the Illinois Federation of Teachers (IFT). He noted that the first meeting had been held on February 16, 2017, and that the Board was in the process of preparing its responses. He noted that three additional meetings had been scheduled to continue bargaining. Board President Borrelli announced that he would provide updates at upcoming Board meetings as talks unfold.
